What's the version of your Outlook? (File > Office Account > About Outlook). please make sure you have upgraded your Outlook to the latest version.
And what's the type of your account(POP/IMAP/Exchange)?
To further confirm whether the problem is only related to the Outlook client, please try configuring your account in Mail and check whether there is the same problem.
If everything works in mail, considering the impact of some add ins, It is suggested that you try to start outlook in safe mode(win+R>type: outlook /safe) to check whether it works normally.
If the issue still exists, considering any errors in your register may also cause it, please try to rename your Outlook register key(Location: Computer\HKEY_CURRENT_USER\SOFTWARE\Microsoft\Office\16.0\Outlook, rename it to Outlook1), then restart your Outlook and readd your account for testing.
(Note: Serious problems can occur if you modify the registry incorrectly. Before making changes, back up the registry to restore it in case something goes wrong.)
