winPE stick created under win 11 21H2 tried to update - " please wait ... system update" when booted

Macrium creates a rescue stick with RE 11 ver 22000 64bit winPE.

When I try to boot from it it pauses for maybe 8 seconds to load winPE and then says
"please wait while we install system update"
does stuff for a few seconds and then restarts laptop (Lenovo T570)

under win10 it uses RS 10 ver 2004 64bit and boots just fine.

How fix?

win11 21H2 current

    I looked for another app to use the winPE on win11 and tried AOMEI partition assistant. Created a bootable stick and booted with same problem.

    SO...

    Apparently the winPE on my windows 11 is bad - how do I refresh/fix/replace it? without adding many GB to my build. That is, I want to fix the one that is built in to win11 rather than simply add another one(via ADK).

    Well, I got around that by having Macrium install the 1GB adk and choosing the win11 one.

    HOWEVER

    When I just now went to create a recovery USB for win 11 (Settings/system/recovery) when it booted, guess what message I got. So the wonderful windows recovery uses the default built in winPE, which is bad.

    Now how do I fix that?????????

    I am able to boot to win and update things - it is current.

    But when I tell a program to create a bootable stick, like a rescue stick, the winPE it uses is incorrect and causes this problem. Macrium has their own way and d/l about 1GB of stuff to fulfill the need for a winPE and that boots fine.
