My customer can go to https://learn.microsoft.com/en-us/partner-center/announcements/ to look at the announcements. But is there a way to subscribe to receive a notification whenever there is a new announcement?

I have to say that there is no such API to do this. You might still need to check the website manually. You could submit a feedback about this in the Feedback hub.
