SharePoint Online unable to add new global navigation headings or links

I have a SharePoint online Teams site with an existing global navigation bar. I am trying to add additional structural navigation menu items but they are not showing up in the navigation bar. The server publishing infrastructure in the active site collection features is active.

My current process is to go through Site Settings\Navigation. Options are set as Structural Navigation. I then add the new heading and links and update but the new additions do not populate in the navigation bar. There are currently 9 headings in the navigation menu and I'm trying to add one more.

For the new headings I have tried both a / and leaving it blank for the url and audience is left as blank.

    Hi @Will Alford ,

    Is this team site a hub association site? You have to add new global navigation in hub site if this team site is a hub association site.

    Follow the below step to check team site setting:
    SharePoint admin center > Sites > Active sites > click your team site
