When it comes to re-connecting a Removed Private Endpoint
within the Azure Key Vault, this isn't possible. Once a Connection has been removed/disconnected by the private link resource owner, the private endpoint becomes informative and should be deleted for cleanup.

If you'd like to establish a new Private Endpoint to the Key Vault, you'll have to Establish a new private link connection.
