Custom NER creation from Quickstart doesn't work

It errors out by giving validation error:

@Nandita Jaya Could you add details of the quickstart that you are using to replicate or understand what could be wrong with this deployment?

Here, as per point 2, I don't see a "custom NER section" even while creating a fresh language resource. On the basics page, there's just an info box that says custom NER needs it's own storage resource.

@Nandita Jaya Thanks for sharing. I am able to replicate the behavior and it seems like the drop down does not load correctly. I am checking internally with our team to understand what could be wrong, we will get back to you soon. Thanks for reporting this.

@Nandita Jaya This issue should now be resolved. Could you please check and confirm if the storage accounts dropdown is enabled when you try to create a language resource?
