You can delete it as it is apparently not used by MS and find which process writes there with Process Monitor

I've been having issues with storage on my pc (windows 10) and i finally tracked down a folder that is taking up 138 GB of my 250 GB hard drive. The file location is C:\Windows\SysWOW64\vggcn\cache and there are two folder there, one of which is less than 1 GB and the other is massive. The mass comes in the form of more than 49,000 .cdf files. What in the world are these, do I need them, should I be worried, can I simply delete them? Lots of questions around this. It seems... wrong. Thanks!
