What is the SysWOW64\vggcn\cache and why is it 138 GB?

I've been having issues with storage on my pc (windows 10) and i finally tracked down a folder that is taking up 138 GB of my 250 GB hard drive. The file location is C:\Windows\SysWOW64\vggcn\cache and there are two folder there, one of which is less than 1 GB and the other is massive. The mass comes in the form of more than 49,000 .cdf files. What in the world are these, do I need them, should I be worried, can I simply delete them? Lots of questions around this. It seems... wrong. Thanks!

P.S. I'm sure the tag is wrong but I have no idea what tag to use and I had to put something.

    Yes, it is wrong, use tags like "windows-10-general"

    You can delete it as it is apparently not used by MS and find which process writes there with Process Monitor
