Sharepoint Download Notifications

Question

Is there some way to be notified when someone downloads a file shared with sharepoint? ie download notifications?

Currently there is no ootb method to meet your requirement, as a workaround, we could track audit log who have downloaded files and more details.

1. log in M365 admin center
2. click security > Audit, then you will get this UI:

3. select the option as you need, as a result you could get the information:

You could use the alert policy to achieve it, here is a similar case you could refer to( a notice is that you could select download file instead of upload file in activity):
