How to License On prem VDI with CSP and New Commerce Experience

I am curious if someone can confirm what are necessary licenses now needed for a new On-Prem VDI deployment. (Post Jan.1 2022)
In the past, we could use an EA or Open License with a KMS key to license and activate the VMs.
It would seem that now we no longer have access to purchase new Volume or Open Licenses and that E3/E5 Windows 10/11 subscriptions via CSP are not entitled to virtualization rights on-prem.
Is this still the case? If not, I have not been able to find an updated document and would love some clarification to the correct way to deal with this.

    When you refer to CSP is Customer service provider ?

    When you stated to assign it from CSP... Are you referring from the partner center portal???/

    CSP referring to Cloud Solution Provider.
