ConvertInterfaceIndexToLuid() -- error can be retrived using GetLastError() ???

Can we retrieve the error string from code using GetLastError() ?

    ConvertInterfaceIndexToLuid does not seem to call SetLastError()
    It calls NtDeviceIoControlFile on the interface in NSI.DLL and if the error is STATUS_OBJECT_NAME_NOT_FOUND,
    it calls RtlNtStatusToDosError to return ERROR_FILE_NOT_FOUND
