Getting error 6103 while trying to pay registration fee for publishing to the Windows Store

I have tried from a couple cards. Debit and Credit Cards alike.
I even tried the Founder One card from Open.Money for the payment(Google Play Console supported this one)
But still I'm getting the error:
Error code 6103.
Correlation ID 530ecdde-e127-4234-b9cc-c50052105eaf,IHp5U/hnBkajphC7.0.0.
From the Microsoft Partner Center while paying registration fee for publishing to the windows store.
I've seen threads from 2015 with the same issue.
Has anybody managed to even solve the issue?
Any help would be appreciated.
