Microsoft Teams API

Question

I'm trying to integrate Jira with Teams, and I'm having some trouble figuring out where to start.
I'd like to be able to come up with some integration that would create a new Teams chat with two specific users when a link is clicked in Jira.

I'm new to Teams, and I would appreciate any guidance on where to start.

Additionally, I would like to be able to set up my own instance of Teams so that I can test this properly; is there a way to set up my own Teams instance?
