Dynamics 365 upgade policy

Where can I locate the current "Dynamics 365 Business Central Upgrade Policy" so that we can confirm how our licenses will convert from NAV 2009 concurrent license to cloud named user. I have heard there is a conversion factor and management would like to review policy.
