Creating UK West or UK South Cosmos DB failing

Does anyone know of any issues creating Cosmos accounts on UK South or West? Just says not enough resources due to too high a demand.

Creates in US regions without issue but I'm trying to set up in the same data centre as my VM...

    This could be related to high demand in certain regions. I tried creating a cosmos in UK south and west but facing the same issue.

    "Sorry, we are currently experiencing high demand in UK South region and cannot fulfill your request at this time.
