Error -- your app is unhealthy on Web App service. I have check metrics and everything seems good. how I can figure out this issue?

We have an application that queries lot of data and create a pdf with multiple forms(pdfs) and upload multiple files at the same time like any other application would perform but certain times the app gets stuck and it didn't respond. When I check on azure it show 3 out of 3 instances are unhealthy sometimes 2 and sometimes only 1 instance is unhealthy. web app name is falconpolicy-prod. I have split the app to 5 other instances to balance the load and give falconpolicy-service to clerical team that does document creation and file uploads and set up auto scaling in scale out, but it went down again today and I have to restart the app service again to let the users be back on the site. I would like to know the root cause of this issue and how to resolve where the site doesn't go down frequently having me to restart the service.
Problem start date and time for falconpolicy-prod is 9/12/2023 sep 12th 12pm to 6pm cst during business hours
Policy service is created on sep 13th and it went down on 14th 1130pn to 1230 om cst
