I've tried creating a new theme, tried renaming transcodedwallpaper.jpg to .old, but although these changes allow me to restore my graphic wallpaper, after restarting, the desktop wallpaper is black again.
Icons and start bar colour are unaffected.
The only solution was to uninstall the update. But now my pc is less secure.
Microsoft, please fix this!
Update: Thanks to those who posted workarounds. Whilst I have implemented the workaround, I had to resize my wallpaper to perfectly match my screen resolution, otherwise it looks awful without selecting 'Stretched'. It seems to stay upon restart. But I can't mark this as solved because the security update bug has not been actually fixed and continues to limit how I choose to use my wallpaper.

Smeed has it right.
KB 4539602 describes the fix for the issue where the Desktop wallpaper has issues if the image fit is set to stretch mode after installing KB 4534310 or 4534314 on Windows 7 computers.
This fix went live on February 6th, 2020 available as an optional update on WU, WSUS and Catalog.
KB 4539602 does NOT require an ESU update.

Your PC is not Less Secure.
Just Uninstall that Update.

Just run a reputable Anti Virus Product only ( But not a full suit which combines clean up tools and other add ons ) and complement it with a Anti Malware Product such as Malwarebytes Free.
Be prudent as to the sites you visit.
You should be ok.
