Registering for AZ-900: Error CBE01: Could not complete benefit eligibility check

I am attempting to register for the AZ-900 voucher using my .mil email and am getting prompted with "Error CBE01: Could not complete benefit eligibility check." I have tried multiple different browsers and an incognito tab, neither of which solved the problem. My account is fully active and there are no issues with the account. What additional steps could I take to get the voucher to work?
