i cannot try any otherr location snice its an college assignment.

I understand you are unable to create a VM as the selected image doesn't seem to be available in East US region.

Please note that not all the images are available for all regions. For few images, the publisher may put restriction on the location availability or SKU that it should run based on subscription types. However, it should not be the case for all the images, can you try any other windows server OS in East US location and let me know.
Also I would suggest using a standard_B2s size.

When I tried the same version of the image in my Pay-as-you-go subscription, I don't see any issue.
