And also continuously disconnect when using mobile hotspot and disappear wifi network

try to revert to the previous network driver first: Device manager> network adapters, select your network adapter in use> Driver tab> Roll Back Driver. Or, if it's a laptop, download the latest drive available from the computer manufacturer's website.

I have done this and it says that my network driver is up to date but it still won't let me connect.

Open Device Manager, right click your WiFi device/driver, and select Properties. Switch to Power Management tab, uncheck 'Allow the computer to turn off this device to save power' option.
If that doesn't works, try to perform Network Reset:

As francescoperfetto said, if it is a laptop, you can update network driver to see if the issue is gone.
If the Internet connection is still unstable, another fix to try is uninstalling the network card from your computer's Device Manager. Restart the computer and let Windows reinstall the network drivers. Reinstalling the network card can sometimes fix device driver issues (corruption) and stabilize the network card's Internet connectivity.
