As per my understanding of the question, your company owns a block of IP addresses and you have decided to replace your on-prem infrastructure by migrating to Azure. You want to use the block of IP address you own as an entry point to Azure.
Based on my understanding above I think Azure Express Route will be a choice of service in this scenario. ExpressRoute lets you extend your on-premises networks into the Microsoft cloud over a private connection with the help of a connectivity provider. With ExpressRoute, you can establish connections to Microsoft cloud services, such as Microsoft Azure and Microsoft 365. Please go through this ExpressRoute connectivity models and see if this service suits your requirements.
To connect to Microsoft cloud services using ExpressRoute, you’ll need to set up and manage routing. You must use public IP addresses that you own for setting up the BGP sessions. Microsoft must be able to verify the ownership of the IP addresses through Routing Internet Registries and Internet Routing Registries.
