How to limite Remote Desktop Connection to one without RDSH?

Windows Server allows two RDC connections simultaneously. How can I limit this configuration to only one without having to install Remote Desktop Session Host on Windows Server 2016? I have tried setting the configuration values in Administrative Templates > Windows Components > Remote Desktop Services > RD Session Host > Connections: Limit number of connections to 1 but it doesn't work. Is there any method by regedit?

    1.Did you enable "Restrict Remote Desktop Services users to a single Remote Desktop Services session"?
    2.Is there any error message?
