Do we need a Windows server CAL for Exchange Online users when we have AD sync on?

We have a client that has an on premise server that only their office staff access. The rest of their employees are in the field and are using Exchange Online for email.,

We have AD syncing. Do the Exchange Cloud users needs a Windows Server CAL? They never use anything on the server other than AD is syncing.

    As far as I understand you would like to know if the users using exchange online mail require a windows CAL as well . The answer is no , they do not . However you will need one Windows license for the server where you will run Azure AD connect for syncing the users from on-premise to the cloud.
