Azure App Services Service Plan Upgrade mistake
Before anything, I was and I'm still able to manage Azure AD. I'm working for a new organization.
I've try to connect to Azure App Services.
The only option I get was to start a trial.
I've thinking that the trial will detect that I am Global Admin. After I realised that I have and [Upgrade] button in the top left that appeared. I may have configure my Azure has a trial. How to linked it correctly with my tenant (no more Upgrade button. I pretty sure it's another Global Admin in my team that has already enter credit card info).
When I use Subscription, I saw that I don't have "Pay As You Go" checked. After I checked it, I finally saw the App Services I need to configure.

You should contact Azure Billing Support as your question is not a technical question focused on a particular service and you may need to check payment information etc. for your account.
All Azure subscriptions include subscription management support (billing, quota adjustment, account transfer, etc.) that can be accessed via the Azure portal at no additional cost.
Go to the Azure portal and create a support request.
