Onedrive offline content not available or visable

I made all of my Onedrive photos available off line (16th April), I logged on this morning (23rd) no offline content is available. The green icons are showing next to the folder name. No images inside the folders. I have checked the online files, all as it should be.

I need help with this problem please? Many thanks Dennis

Have you verified that you have selected "Always keep on this device"?

Thanks, I have used ‘available offline”. I will check the options for Always keep on this device. I think Onedrive has won the argument, I have invested too much time into what appears to be circuitous function. 20 or so folders contain images.
Shortcut files have gone taking many of the shortcuts from my home screen
I started to use this storage when I deleted 400+ GB of photos. Recovered 90-95% with an external back up.
Uploaded, downloaded when I switched Offline function on.
Nothing to see, the cloud icon indicated 4,000 images had downloaded

Thought this may be a good option. Definitely not the case. Regards Dennis
