WHQL sign for Windows Server 2012

I recentry implemented my driver and got WHQL certificate with HLK.
My driver work well on Windows Server 2012 R2 or later.
But, my driver does not work on Windows Server 2012.
Correctry, my driver can be installed into Windows Server 2012 using "sc create" command, but "sc start" error with 577.

I found that I need to test with HCK for getting sign for Windows Server 2012, But there are no page for download HCK.
Where can I get HCK?
or, How can I get sign for Windows Server 2012 other ways?
