Storage Spaces is not re-balancing

Hello.
I’m using Microsoft Storage Space on Windows 11
Vantec HX4R HDD enclosure
1 x 4Tb HDD
1 x 2Tb HDD
2 x 1Tb HDD
I have filled it up half way and it says there is no free space left. I see the 2 x 1Tb HDD’s are 99.9% full. The 4Tb is at about 20% and the 2Tb is at about 40%
I select optimise. But it doesn’t do anything. I need it to rebalance the usage. I had it working fine before I accidentally deleted a drive and have to set up Storage Spaces again.
Also I don’t have the “prepare drive for removal” option.
Any ideas?
