In-Place Discovery & Hold not work in Exchange 2013

Hi, I am Rubiat,

I have been facing an issue for 2/3 months. I couldn't understand how to fix it. Please see the below screenshot and please give me any suggestion to fix it. Thank you

    Mark sure Exchange 2013 is updated to the latest version: CU 23 + Mar22SU

    Try to access the "https://localhost/ecp/?ExchClientVer=15" on Exchange server directly. It could help us to narrow down whether there exists issue network.

    If there exists third-party antivirus software on your Exchange server, it is also suggested to uninstall it temporarily for checking whether network request block/limited by it.

    Based on my searching, the issue may also relate to TLS 1.2, use the command below to check whether is it enabled on your Exchange server
