availability of visual studio community licenses for non-profit public institutions

I work for a non-profit public institution.

i have question for visual studio community license

I would like to make a program for internal distribution

employee has more than 300, but our institution is non-profit public institution and profit is under 1,0billion.

The purpose of the program is to change computer settings
(change the NTP server, register etc...)

Question1. can i use vs community for free in company's PC ? is it legally & license okay?

Question2. if Question1 answer is OK, plz let me know to link for vs community download page
* our network is intranet, so install file is impossible to connect internet

Question3. i need to VB.net and vb form designer function. so if Question1 Answer is NO, is there an alternative program?(that program also need to legal & no license issue)

Question4. if Question1 answer is No, can i possible to make a program from personal PC and distribute that program in our institution.

Question5. Q1 or Q4 answer is okay, is it possible to marking institute logo in program?

Question6. if make a program using opensource code or windows command(like .bat), can i mark the program with copyright?

    I am not sure your institution meets the requirements to use Visual Studio community

    vii. If you are an enterprise, your employees and contractors may not use the software to develop or test your applications, except for: (i) open source; (ii) Visual Studio extensions; (iii) device drivers for the Windows operating system; (iv) SQL Server development; and, (v) education purposes as permitted above.

    An “enterprise” is any organization and its affiliates who collectively have either (a) more than 250 PCs or users or (b) one million U.S. dollars (or the equivalent in other currencies) in annual revenues, and “affiliates” means those entities that control (via majority ownership), are controlled by, or are under common control with an organization.
