Azure Skill bot responding with 401

We have deployed a skill bot in to one of our azure environments. The deployment has been done through bot composer by exporting the skill and publishing it. Once completed the deployment, while checking the bot through webchat , the bot responding with following messages.

Is this a LUIS bot? Is there any guidance you are following during your process so that I can reproduce?
