How to correctly assign Android apps to groups of users using Intune?

I suspect there is something very simple that I'm missing here but im having some issues deploying android apps in intune to specific users rather than specific devices.

I have found my app in the managed play store and approved it.

I have created a security group witht he membership status as assigned.

When I add users to the group, nothing happens, the app does not target their device and isnt visible in the app store.

However if I specifically add their device, it appears.

Previous groups set up before you add the user and it deploys to any of their enrolled devices, how do I set this for new groups? I want to target users so that if they change device in the future the app deployment follows them

    @Lucy Thanks for posting in our Q&A.

    To clarify this issue, we appreciate your help to collect some information:

    1. Please make sure you didn't add the user in the device group(don't mix devices and users in a same groyp). Create a new group and only add the user in it.
    2. Please make sure that the target user signed in the company portal app on the Android device.
    3. Please check if the app is deployed to the user, or is failed in Apps > All apps > select the target app > device/user install status.
