To clarify this issue, we appreciate your help to collect some information:
- Please make sure you didn't add the user in the device group(don't mix devices and users in a same groyp). Create a new group and only add the user in it.
- Please make sure that the target user signed in the company portal app on the Android device.
- Please check if the app is deployed to the user, or is failed in Apps > All apps > select the target app > device/user install status.
