Is font Noble Scarlet(Microsoft Yahei 11.3) officially published?

Is font Noble Scarlet, aka Microsoft Yahei V11.3 officially released, and are there versions below 11.3(11.12 etc)
If yes, is there a download link for the Noble Scarlet font(older versions)? I cannot find that in the Microsoft Typography Document.

    Normally, the latest font updates can be get from Windows upgrade. Occasionally, font updates will be available via the download center.

    The newest version of Microsoft Yahei for win11 has not been officially published , same with Noble Scarlet.
