Do I need Multiple dimensions for each level

Hi All,
My dimension has the following levels
COUNTRY
STATE
CITY
COUNTY
And I have FACT with Sales Amount. My requirement is top level management can see all the levels and based on their designation they must only see that particular level. So COUNTY level person cannot see sales for CITY STATE and COUNTRY. Is there a way to do the access at the Dimension LEVEL or do I need to create 4 dimensions ?
DIM1 --> COUNTRY STATE CITY COUNTY
DIM2--> STATE CITY COUNTY
DIM3-->CITY COUNTY
DIM4--> COUNTY
