You're correct, when it comes to your example of having 2 tenants with verified domains, they'll both have a 300,000-object limit. From the Azure AD service limits and restrictions documentation, the 50,000 Azure AD resource limit is for a single tenant. However, if you have one verified domain, the default Azure AD service quota for your organization is extended to 300,000 Azure AD resources.
