From the information you shared above, are you attempting to create a caller ID policy that will use the phone number defined on a resource account as caller id for outgoing PSTN calls? If this is the case, according to the errors in the screenshot, seem like the resource account hasn't been configured properly.
Please refer to the instructions in the official document below to assign a service number to the resource account, and then try it again to see if the caller ID policy can be set up without issue:
