MSP host Windows 10 VDI on personal servers without Azure

I work for a small MSP. They are trying to figure out if there is a way to host Windows 10 VDI on our personal servers in our own data center. We are not using Azure.

We have a SPLA license and the people at SPLA told us they can't sell us Windows 10 VDI License over there. They sent us to some other site for a QHTM program or something like that and the site didn't work said it was down for maintenance. I have spent 3 hours scouring the internet trying to figure out how to set this up or if its even possible and have gotten no where. I have been on support with tier 1 MS sales guys and they don't know. They referred me to the partner program and I put in a ticket over there and am waiting for them.

Someone please give me an answer.

    For this scenario, I am wondering if you have access to the Partner center dashboard since you stated that you work for a small MSP.

    If I am not mistaken, there is an option for licensing stuff and get support for MSP/CSP entities as the one you belong to...
