we have deployed exchange server 2019 if we create new users in AD there account will be added in exchange but for already created user outlook app logged in but not sync any email and device is also no added in exchnage.

For your question: we are unable to add exchange 2019 mail user in outlook for some users. Do you mean outlook for mobile? And what error did you receive when perform this operation? You could share any screenshot here to make the question more clear.
And could you please tell where did you check "Device not adding in exchange server"?
