Accordind to my search, it is recommened you try these methods I provide below.
Method 1:
(Important: Follow the steps in this section carefully, serious problems might occur if you modify the registry incorrectly. Before you modify it, back up the registry for restoration in case problems occur.

HKEY_CURRENT_USER\Software\Microsoft\Office\X.0\Outlook\Options\Mail
DWORD: Send Pictures With Document
Remove the Send Pictures With Document registry value, or change the value of Send Pictures With Document to 1.
If there isn't such value in registry, add Send Pictures With Document with a value of 1, or change the existing Send Pictures With Document value to 1.

In IE go to Internet Options-Advanced; look under Security for Do not save encrypted files to disk. Untick this setting and Apply. Restart Outlook and you should be fixed.
