Migration from Exchange server 2016 to M365

Hello Experts,
I have exchange server running with exchange server 2016 with CAS and Mailbox roles running separately. we re running apx 1600 user mailboxes, more than 160 shared mailboxes and apx 15000 Public Folders.
I have been given a task to migrate all of these from on-prem exchange 2016 server to M365. I have never done it, So I would request you to provide a detailed step by step approach to migrate from on-prem server to M365.

Also, I need to migrate my file server to one drive. Is there any way I can migrate from on-prem file server to one drive with exact file/folder structure with respective permissions intact. Please share a step by step approach for the same as well.

    Exchange 2016 only has two server roles: Mailbox server (CAS function contained in this role) and Edge server. But it doesn't affect the deployment of Hybrid.

    Update your Exchange server to the latest version before creating hybrid.
