Microsoft Learn Organizational Reporting Service is missing Fundamental Certificates

Question

I have setup the Learn Organisation Reporting Service as described in the documentation here:

https://learn.microsoft.com/en-us/learn/support/org-reporting

However, the Certificate output doesn't seem to include any Fundamental Certificates achieved by user, only Associate and Expert Certificates. Is there a separate step that is needed to set this up?
