First I would like to share a similar thread with the same request, but the answer this user got from Microsoft was "once the license is activated on a Microsoft account it is not possible anymore to transfer it to another microsoft account".
For more details, you can refer to "New Office 2019 Home & Business transfer to another Micrsoft account. Just activated by mistake"
If you need to confirm again, you can also contact the Microsoft supporters directly to verify this issue.
