Billing in Azure when everything is paused/deleted

Question

Hi:

I am newbie with Azure: I am doing the AI Fundamentals AI-900 certification. The thing is that I don't understand why Azure is charging me constantly when I have the compute stopped and all the endpoints deleted (as indicated in https://learn.microsoft.com/en-us/learn/modules/create-regression-model-azure-machine-learning-designer/9-summary). In this page says that, additionally, 'You will however be charged a small amount for data storage as long as the Azure Machine Learning workspace exists in your subscription', but, how much is this 'small amount'?

I would like to know the nature of these charges and, in case it's only for storage, if there is any way to download my work and only pay when I use (because 1€/day for storage of only two exercises, I consider it completely out of order)

And here comes the 'magic' again: yesterday, after posting my initial question and although they were paused/stopped, I deleted my two resources groups, that is, 'machine_learning' and 'ml2_recurso'. Well, this morning, without having done anything additional within my account, you have charged me again for these resources groups:

Can anyone explain me why Azure is charging me for something that is DELETED?
