I did a test and found when we create a new Teams meeting, the Attendance tab could show normally in Teams client.
To exclude the client issue, have you tried to login Teams web client to see if your meeting could show this tab normally?
Meanwhile, we also recommend you try to create a new Teams meeting to see if this issue can be reproduced.
