Redirect loop and can't Sign-In microsoft.com

I got billing email that contains a link to admin.microsoft.com (https://admin.microsoft.com/Adminportal/Home#/billoverview/invoice-list/XXX) but when I login it says,

You can't sign in here with a personal account. Use your work or school account instead.

    Hello @Imran Qadir Baksh , the first error is caused by an attempt to access to a work account only application using a personal account, AKA Microsoft Account (like the ones that use the hotmail.com, outlook.com domain and more). You need to re-attempt using a work account which are accounts created and managed in Azure AD tenants.

    To create a work account with Global Admin permissions please follow these steps:

    1. Log into Azure portal using your personal account with Global Admin role/permissions.
    2. Go to the Azure Active Directory blade
    3. Click on the Users blade
    4. Click on the New user button
    5. Select Create user, fill the username and name fields, copy the auto-generated password (check Show Password) or set an initial one, select Global Admin as roles and set a usage location.
    6. Click the create button.

    A new user and work account will be created. Use the new credentials to login into http://admin.microsoft.com/.
