Azure REST API lifecycle and service level

What is the lifecycle policy for the Azure REST API?
What would the advanced notice be for retirement of a given API version for an operation/endpoint?
Is one given API version (e.g., API Version: 2019-10-01) stable meaning any changes to the API would mean a new version is released?

Is there a way to see all the current API versions available per service? Some services like Cosmos DB or API Management have the information available, but it is missing for instance for Azure Migrate.

Which limits (e.g., rate limits, ...) are there beyond what is documented on overview page? What are the service levels provided? Where do I find expected response times/response time ranges? Is there an outage or service incident page for impaired service?

Your ask is about Azure REST API lifecycle - notice for retirement of particular APIs, service levels, any other source for REST API beyond what is available in the form of documentation.

What would the advanced notice be for retirement of a given API version for an operation/endpoint?
The official supportability statement is that Microsoft will provide at least 12 month notice before deprecation

Is there a way to see all the current API versions available per service?
There is no all-encompassing list as it is specific for every team.

Which limits (e.g., rate limits, ...) are there beyond what is documented on overview page?
Limits for what resource exactly? Please elaborate

What are the service levels provided?
