I can't seem to figure out how to configure Windows Defender Advance Firewall setting GPO to block ALL RDP connection to a server, and only allow a group of computers to RDP to it.

The firewall rule would be Remote Desktop - User Mode (TCP-In) & Remote Desktop - User Mode (UDP-In), you could refer to this thread for more details.

I have done what you described, but it only part of the FW configuration. After a lot of testing I was able to make it work.
