Windows licensing Server 2019? not sure what to use

Hello,

I am going to install Windows Server 2019 on 5 servers.
Three of these have 24 cores each and two have 12 cores.

I am totally confused with the licensing.

Can I just license for the cores? Do I need CALs as well?
What is Software Assurance?
Can I run virtual windows machines on these servers? or do i need a license per VM?
Is this intentionally completed?

Some general info
- Each host needs to be licensed.
- A minimum of 8 core licenses is required for each physical processor and a minimum of 16 core licenses is required for each server.
- Core licenses are sold in packs of two.
- Standard Edition provides rights for up to 2 Operating System Environments or Windows Servers containers with Hyper-V isolation when all physical cores in the server are licensed. For each additional 1 or 2 VMs, all the physical cores in the server must be licensed again.
- DataCenter Edition provides rights for unlimited Operating System Environments or Windows Servers containers with Hyper-V isolation when all physical cores in the server are licensed.

Thanks DSPatrick, Just a follow on question. Three of these servers are going to be used in a hyper-V failover cluster.
These are the 24 core servers. Have they to be licenced for all the VMs that may run on the nodes? so say for example i have 6 VMs on the cluster and they all failover to one node, should all nodes have 3 sets of 24 core licences if we go with standard license?

If we fully license the servers do we have to worry about CALs on these for connecting clients/devices

Yes, this is correct.

Most likely yes. A Windows Server CAL is a license that grants access Windows Server. CALs are used in conjunction with Microsoft Windows Server OS licenses to allow Users and/or Devices to access and utilize the services of that windows server
- User CALs allow a single user access to Windows Server from an unlimited number of devices
- Device CALs allow an unlimited number of users to access Windows Server from a single device

Is there a number of CALs (users/devices) that we can connect without a CAL license? or is it any connection to the server needs a CAL license?

Any user or device that access and utilize the services of that windows server needs a Cal.

OK thanks. One final question. The Windows VMs that run on the Servers do they have to be licensed to?
