Skype for Business Server 2015: External S4B devices lose audio when calling internal users, other direction fine

Our environment is S4B 2015 Standard Edition with an Edge server. Our problem is that when an external S4B device (IP Phone, smartphone, etc) tries to make a call to an internal extension, the call will initially connect and have audio both ways but then after a few seconds (I believe this is after ICE engages) the audio will be only one way. The other direction is fine, meaning if I dial the users extension and he answers it externally on his smartphone or IP Phone, everything is fine. Calling PSTN users is fine in any direction.

We seemed to have this issue occasionally if the Edge server was rebooted after the main S4B server, but now it's happening all the time.

Where should I be trying to troubleshoot this issue? I have wireshark on the main & edge server.
