Maybe your vet has some ideas?

Honestly your description doesn't help a lot about what your laptop does, or doesn't do.

You should probably get help from a computer service center to find out what's wrong if it's hardware related.

Laptop keyboards usually have an option to disable the keyboard and trackpad, maybe your cat inadvertently pressed that key combination.

Check to see if sticky keys is turned on.

Try using a USB keyboard and see if that works.

Does it boot up to Windows?

    Does the mouse pad work?

What is the make and model number of the laptop?
