Up to 10 attachments (including images) can be used with a maximum of 3.0 MiB each and 30.0 MiB total.

Why you need to do that? What is the scenario?

I have a restaurant application that stores it's customer's orders data on an Azure sql database, and then it needs to publish the newly stored data on a blockchain network that uses rest api server as a middleman.

You can create an Azure Logic Apps that detect when a new order is received on Azure SQL Database as explained here, and you can then call an HTTP request connector to make REST API.
