Windows 2022 licensing on Azure

We recently built Windows 2022 vm on Azure. This server is brought up a few times a week and then brought down by end of day. When I first log into the server using the Admin user created when building the vm, the Windows license is activated. If I first log in as a regular user, the Windows license is not activated; I must logout and login using the Admin user first. We upgraded from Windows 2016 vm and did not have this issue on W 2016. What's going on? How do I fix this? I do not want to login as Admin each time.

    Could you please explain what you mean by a regular user? Is it an Azure AD user? If that is so, then is the VM joined to a domain? Could you please provide some more details of the environment so that I can understand the scenario better. Looking forward to your response. Thank You.
